The memorandum is meant to help secure funding for reconstruction of the Madison bypass, and was first approved in 2023. The city and county are applying for funding this year, for the third time.

Mayor Roy Lindsay says the city and county would like to see the road repaired, but funding for a project of that size is an issue.
