A bill changing when insurers can total a vehicle stalled Tuesday in the House. 

The owner could still request a total below that level in writing. 

Rep. Tim Walburg said salvage branding can follow a vehicle for years.

Opponents said the bill forces a rigid formula.

The committee rejected a 41st-day motion, then tabled SB 227 8-3.
